Can products that contain GOS claim to have ‘no added sugar’?

Do galactooligosaccharides meet the relevant regulatory definition of a “sugar” for the purposes of making a ‘sugar free’ claim? The consequences of the 2008 Nutricia case and flow-on effects in the drafting of the March 2016 revision of the Australia New Zealand Food Standards Code have created a conundrum.
